The City Clerk-Treasurer’s office consists of two full-time employees: the City Clerk-Treasurer and the Deputy Clerk-Treasurer. The office functions as the central information center for the city.
The statutory duties of the clerk [Wis. Stats. 62.09(1)] and duties of the treasurer [Wis. Stats. 62.09(9)] have been combined in the office, along with various other duties as assigned by the Common Council or specified by the City of Neillsville Code of Ordinances.
The office attends: all meetings of the Common Council, Commission on Public Works/Utilities, Finance Committee, Board of Health, and Board of Review meetings, prepares agendas, and keeps a record of their proceedings; other committee meetings as requested to take minutes.
The office handles: the care and custody of the city’s corporate seal; all legal publication and advertising requirements, financial investment, and loan borrowings.
The office provides: the day-to-day bookkeeping services for all financial transactions of the city, water department, sewer department, and other accounts, as well as for the Neillsville Community Fire Hall.
The office maintains: the City Code of Ordinances, the City’s General Fixed Asset inventory, property and liability coverages.
The office processes: license applications (liquor, beer, operators, cigarette, soda water, dog, etc.); permit applications (garage sales, vending machine, mobile home park, etc.); employee payroll and tax deposits; leases (airport hangar sites, land rentals).
The office administers: the election process for registration, absentee voting (regular, military, overseas), election day voting, pollworker training, and candidate forms and filings; employee benefit programs (Wisconsin Retirement program, Section 125 plans, health and dental insurance plans and the Firemen’s Length of Service Program).
The office coordinates: the Property Tax Assessment process with the Assessor, Board of Review and Wisconsin Department of Revenue; the Recycling grant process with the Wisconsin Department of Natural Resources; the Shared-Ride Taxi Service grant process with the Wisconsin Department of Transportation.
The office collects: property tax payments; utility billings for the water and sewer departments; and all other moneys to be received by the city, and food donations for local food pantries.
The office assists: in preparing agendas for various committees, in the preparation of the annual city budget; in the tax roll process; with preparation and review of departmental voucher expenditures for the semi-monthly Common Council meetings.
The office manages the following special programs and accounts: City Housing Revolving Loan Fund, Listeman Revolving Loan Fund, Leeson Revolving Loan Fund, Cemetery Care Donation Fund, Recreation Department Uniform Donation Fund, Library Donation Funds, Police K-9 Donation Fund, Industrial Park-TIF District No. 2 Account.
The office supports the following area governmental organizations: Neillsville Community Fire Hall and United Communities of Clark County, with agenda preparation, meeting minutes, correspondence and mailings.
